Egy olyan jelenségre hívjuk fel a figyelmét, amelyet orvosolva egy fillér pótlólagos forrás nélkül jelentosen javulnának a hazai kutatás-fejlesztés feltételei. Biztosan Ön is találkozott már azzal a helyzettel, hogy kutatási célú pályázati pénzébol nem vehette meg a kiskereskedelemben 15 000 Ft-ért kínált irodabútort, 60 000 Ft-ért kínált számítógépet vagy egy 120 000 Ft-ért kínált laptopot, mert munkahelyének gazdasági szakemberei arra kényszerítették, hogy közbeszerzési szállítótól ugyanazt a bútort 60 000 Ft-ért, a számítógépet 150 000 Ft-ért, a laptopot 250 000 Ft-ért vegye meg. Ha Ön közvetlenül a külföldi kiadótól igen olcsón szeretne beszerezni folyóiratokat, vagy a külföldi szállítótól az itthoninál gyorsabban, alacsonyabb áron és sokkal jobb minoségben szeretne vegyszereket venni, a gazdasági osztály számos esetben nem járul hozzá ehhez, vagy pedig aránytalanul sok adminisztrációt és papírmunkát kényszerít Önre. Van olyan hazai egyetem, ahol a gazdasági vezeto azt követeli a kutatóktól, hogy ha nem a közbeszerzési szállítótól szerez be valamilyen - kisértéku - vegyszert, akkor három lemondó nyilatkozatot kell mellékelnie a közbeszerzési szállítóktól - az egyetem saját gazdasági osztálya részére (!) - arról, hogy a közbeszerzési szállítók nem tudják szállítani a szóban forgó vegyszert. Történik ez egy olyan országban, ahol a nyugat-európaihoz képest igen szerény GDP-nek kevesebb, mint 1%-át fordítják kutatásra-fejlesztésre, és még ezekbol a ráfordításokból is ilyen fokú pazarlásra és felesleges adminisztrációra kényszerítik a kutatókat. Biztosan sokan tudják, hogy a kutatóintézetek jelentos része nem tartozik a központosított közbeszerzés hatálya alá (például az MTA intézetei), és az EU-csatlakozás óta a felsooktatási intézmények sem tartoznak oda: http://kszfweb.econet.hu/Default.aspx?content=WebParts\BasicServices\Docume… Ha alaposan tanulmányozzuk a Közbeszerzési törvényt: http://kszfweb.econet.hu/Default.aspx?content=WebParts\BasicServices\Docume… akkor kiderül, hogy azokra a beszerzésekre, amelyek nettó értéke meghaladja az egyszeru közbeszerzési eljárás értékhatárát (2006-ban 8 000 000 Ft), de nem éri el a nemzeti értékhatár felét (2006-ban 15 000 000 Ft), három ajánlattévotol kell egyidejuleg ajánlatot kérni, illetve ezen érték fölött közbeszerzési eljárást kell lefolytatni. Ezen beszerzési értékhatárok (igen, ebben az évben már 8 000 000 Ft!) alatt nem kell alkalmazni a közbeszerzési törvényt. Akkor miért nem vásárolhatjuk meg a legolcsóbb, leggyorsabb, legelonyösebb helyen a kutatásunkhoz szükséges eszközöket, anyagokat? Így például, ha valamely kutatólaboratóriumnak azonnal szüksége van egy 500 Ft-os számítógép-kábelre, azt miért nem veheti meg tíz perc alatt a sarki boltban, még akkor sem, ha boven van rá pénze? Azért, mert a kábel 500 Ft-os árát a gazdasági vezetok - tartva a közbeszerzési bírságtól - összevonják az egyetem vagy kutatóintézet összes számítástechnikai beszerzésével, amely egész évre számított nagysága természetesen már messze meghaladja a közbeszerzési eljárás értékhatárát. Véleményünk szerint a különbözo kutatási pályázatokból fedezett beszerzések értékének jelenlegi összevonási gyakorlata több jogszabállyal, így foként a Közbeszerzési törvény 40. paragrafusával ellentétes. Ezért - az ELTE "Grantfórum" levelezolistája számos tagjának részvételével -- petíciót készítettünk a Közbeszerzések Tanácsa elnökéhez, amelyben a jelenlegi abszurd helyzetet orvosolására egy ajánlás kiadását kérjük. Ezzel egy fillér pótlólagos forrás nélkül is jelentosen lehetne javítani a hazai kutatás-fejlesztés jelenlegi helyzetén és nagyban csökkenne az intézményi adminisztráció. Kérjük, hogy olvassa el a petíciót a http://kutatok.org helyen, és ha egyetért vele, - akkor, kérjük, írja alá (elektronikus úton), - és jelen levelünket küldje el minél több magyarországi kutató, fejleszto ismerosének, munkatársának, doktoranduszoknak, mert csak akkor érhetünk célt, ha sok aláírást sikerül gyujtenünk. BSCS call 2006

Dear Collegues, The Budapest Semester in Cognitive Science (BSCS) is a non-degree undergraduate program for students from the US and other countries to study abroad in the field of cognitive science from an interdisciplinary persective. Lecturers of the Programme are established experts with high-level international research and teaching experience. The Program (now in its third year) is affiliated with Eotvos University of Budapest (Hungary). It will start at the first week of September and will be completed in the second week of December. All courses are taught in English (but intro lectures about the Hungarian language and culture also will be offered). The deadline of application for 2006 is April 15,2006, but preliminary inquiry is strongly ancouraged. Research advancements have been achieved along three main lines: (i) agent's internal states and dynamics, (ii) social interaction and conventional communicative patterns, (iii) semantics-pragmatics interface - especially in the dialogue context (i.e. the interplay between the semantic content of messages and the communicative acts themselves). There is a recent trend of studies trying to integrate these approaches in many ways. On the other hand, formal ontology has been consecrated as a good solution for comparing and integrating information and thus its application to this specific domain is very promising . More precisely, an ontological analysis of the fundamental ingredients of interaction and communication will make explicit the hidden ontological assumptions underlying all these proposals. Ontology has also proven to be a very powerful means to address issues related to the exchange of meaningful communication across autonomous entities, which can organize and use information heterogeneously. postdoctoral position available

A two years postdoctoral position will be available at the CerCo (Cerveau et Cognition, Toulouse France) in 2006 and aimed at the study of visuo-auditory interactions in normal hearing subjects and deaf patients with cochlear implants. We are currently looking for a postdoc with skills in psychophysics and functional imaging (PET). Knowledge in visual and auditory systems is preferred, but not essential. The Cerco laboratory includes over 20 faculty members and includes research in all areas of visual science including psychophysics, electrophysiology, anatomy and computational modeling. The appointment is initially for two years. An application should include a complete CV a motivation letter and references . The aim of the conference is to provide doctoral students, primarily but not exclusively from Central European countries, the opportunity to present their work to an international audience and to receive informed feedback from senior researchers and fellow students.
