GENERAL INFORMATION
Site
The MEBC conference will be hosted by the Tata Institute of Fundamental
Research, Bombay. It will be held at Hotel Majorda and Goa Penta, Goa,
from September 25 - 30, 1994. The hotel will be able to
accommodate about 250 persons.
Goa is an internationally known beach resort. It is a delight for swimmers,
anglers, water sports buffs and sun bathers. Goa has a 110 km long beach
(swim attire advised). The countryside of Goa has natural curiosities too.
Unspoilt ecosystems, water falls from the western ghats, lakes, more than
one hundred species of birds, wild life sanctuary are to name a few.
Official Language
The official Language of MEBC is English. There will be no simultaneous
translation.
Passports and Visas
Foreign delegates should be in possession of valid passports or other
valid travel documents and valid visas granted by the Indian Missions
abroad. They must apply for conference visas to the Indian Mission
abroad four months in advance.
Official Conference agent
Thomas Cook - India is the official agent to the ISMEBC'94 conference and
will assist the delegates for all their requirements. Thomas Cook has
network all over the world.
Bombay is the nearest and convenient airport for foreign participants.
Domestic airline services are available from Bombay to Goa. Delhi, is also
connected to Goa by air. Train services are available from Bombay to Goa
via Miraj (Miraj to Goa on Meter Gauge). Bus services are available from
Bombay to Panaji, capital of Goa (17 hrs travelling time).
Foreign Exchange and Banking
Currency exchange booths are available at Bombay International Airport and
at the two hotels where the conference will be held.

* Students who are continuing their undergraduate or graduate
program at the time of registration are eligible for the student fee. A
similar concession may also be granted on request, for senior scientists
coming from developing countries.

preregistration form by mail or e-mail to Dr.~Phadke.
Please do not send the registration fee at this stage.
After preregistration, we will advise you on the registration and
other details.

Accommodation Information
Accommodation will be available, in Goa in the two adjoining hotels,
Majorda and Goa Penta, that have been reserved for Conference
participants.
All inclusive costs (airport pick up, all meals, conference materials and
conference facilities for five nights):
$175 double occupancy per person
$250 single occupancy
Delegates are expected to arrive on 25th September. The conference
will start with an inaugural ceremony and an evening lecture. The
conference will conclude on the 30th by noon.
Financial Assistance
A limited amount of grants will be made available to assist younger
scientists and delegates from countries with currency restrictions.
Individuals wishing to apply for such support should write to Dr.~Phadke
outlining the nature of their financial situation. The deadline for
receipt of such applications is 15 March 1994 .

- Techniques for studies of electron transfer, molecular interactions,
structure and dynamics: STM, AFM, spectroscopy, theoretical

- Theory and modeling of molecular sensors and molecular computing
systems: Molecular recognition, molecular switching and molecular
sensors.
- Neural and neuromolecular systems: Present understanding of learning
and memory, how to utilize it in future computer constructions ?
- Materials, nanomanipulations and devices: Molecular, optomolecular and
photonics, biomedical and industrial applications.

CALL FOR PAPERS

As Cognitive Science has matured over the years, it has broadened its
scope in order to address fundamental issues of cognition embedded
within culturally, socially, and technologically rich environments. The
Sixteenth Annual Conference of the Cognitive Science Society aims at
broad coverage of the many topics, methodologies, and disciplines that
comprise Cognitive Science. The conference will highlight new ideas,
theories, methods and results in a wide range of research areas relating
to cognition.
The conference will feature plenary addresses by invited speakers,
technical paper and poster sessions, research symposia and panels, and a
banquet. The conference will be held at Georgia Tech in Atlanta, home
of the Civil Rights movement, the 1996 Olympics, and the Dogwood
Festival.
GUIDELINES FOR PAPER SUBMISSIONS
Novel research papers are invited on any topic related to cognition.
Reports of research that cuts across traditional disciplinary boundaries
and investigations of cognition within cultural, social and
technological contexts are encouraged. To create a high-quality program
representing the newest ideas and results in the field, submitted papers
will be evaluated through peer review with respect to several criteria,
including originality, quality, and significance of research, relevance
to a broad audience of cognitive science researchers, and clarity of
presentation. Accepted papers will be presented at the conference as
talks or posters, as appropriate. Papers may present results from
completed research as well as report on current research with an
emphasis on novel approaches, methods, ideas, and perspectives.
Authors should submit five (5) copies of the paper in hard copy form by
Tuesday, February 15, 1994, to:

DAVID MARR MEMORIAL PRIZES FOR EXCELLENT STUDENT PAPERS
Papers with a student first author are eligible to compete for a David
Marr Memorial Prize for excellence in research and presentation. The
David Marr Prizes are accompanied by a $300.00 honorarium, and are
funded by an anonymous donor.
LENGTH
Papers must be a maximum of eleven (11) pages long (excluding only the
cover page but including figures and references), with 1 inch margins on
all sides (i.e., the text should be 6.5 inches by 9 inches, including
footnotes but excluding page numbers), double-spaced, and in 12-point
type. Each page should be numbered (excluding the cover page).
Template and style files conforming to these specifications for several
text formatting programs, including LaTeX, Framemaker, Word, and
Word Perfect, are available by anonymous FTP from
ftp.cc.gatech.edu:/pub/cogsci94/submission-templates. (Camera-ready
copies will be required only after authors are notified of acceptance;
accepted papers will be allotted six proceedings pages in the usual
double-column camera-ready format.)
COVER PAGE
Each copy of the paper must include a cover page, separate from the body
of the paper, which includes:
1. Title of paper.
2. Full names, postal addresses, phone numbers, and e-mail addresses of
all authors.
3. An abstract of no more than 200 words.
4. Three to five keywords in decreasing order of relevance. The
keywords will be used in the index for the proceedings.
5. Preference for presentation format: Talk or poster, talk only, poster
only. Accepted papers will be presented either as talks or posters,
depending on authors' preferences and reviewers' recommendations
about which would be more suitable, and will not reflect the
quality of the papers.
6. A note stating if the paper is eligible to compete for a Marr Prize.
DEADLINE
Papers must be received by Tuesday, February 15, 1994. Papers received
after this date will be recycled.
CALL FOR SYMPOSIA
In addition to the technical paper and poster sessions, the conference
will feature research symposia, panels, and workshops. Proposals for
symposia are invited. Proposals should indicate:
1. A brief description of the topic;
2. How the symposium would address a broad cognitive science audience,
and some evidence of interest;
3. Names of symposium organizer(s);
4. List of potential speakers, their topics, and some estimate of their
likelihood of participation;
5. Proposed symposium format (designed to last 90 minutes).
Symposium proposals should be sent as soon as possible, but no later
than January 14, 1994. Abstracts of the symposium talks will be
published in the proceedings.

The Goldsmith-Larson dynamical linear network model of stress
and syllable structure is solved in closed form, and its principal
properties are determined analytically; the first section of the
report gives a qualitative summary and linguistic evaluation of the
results.

Interaction in Generative Grammar. $11.00.
A grammar is a system of ranked, violable constraints on output
representations. The constraints are universal; a grammar is given by
a ranking of the universal constraint set. Issues in syllabic, prosodic,
and segmental phonology are addressed.

Constraint Interaction and Satisfaction. $9.50.
Prosodic effects on morphology emerge under Optimality Theory
when phonological constraints are ranked above morphological

Campa are analyzed exhaustively from this perspective, and a
general characterization of Prosodic Morphology is developed.

TR-6 presents a formal theory of inductive categorization
construed as a computational perceptual problem; and a series of

Structural relations between grammatical categories (here,

WORKSHOP DESCRIPTION
There has been a recent move towards considering the integration of
perception sources in Artificial Intelligence (AI) (see Dennett 1991
and Mc Kevitt (Guest Ed.) 1994). This workshop will focus on research
involved in the integration of Natural Language Processing (NLP) and
Vision Processing (VP).
Although there has been much progress in developing theories, models
and systems in the areas of NLP and VP there has been little progress
on integrating these two subareas of Artificial Intelligence (AI).
It is not clear why there has not already been much activity in
integrating NLP and VP. Is it because of the long-time reductionist
trend in science up until the recent emphasis on chaos theory,
non-linear systems, and emergent behaviour? Or, is it because the
people who have tended to work on NLP tend to be in other Departments,
or of a different ilk, to those who have worked on VP?
We believe it is high time to bring together NLP and VP. Already we
have advertised a call for papers for a special issue of the Journal
of AI Review to focus on the integration of NLP and VP and we have had
a tremendous response. There will be three special issues focussing
on theory and applications of NLP and VP. Also, there will be an issue
focussing on intelligent multimedia systems.
The workshop is of particular interest at this time because research
in NLP and VP have advanced to the stage that they can each benefit
from integrated approaches. Also, such integration is important as
people in NLP and VP can gain insight from each others' work.

Our intention is to have as much discussion as possible during the

presentations on Site Descriptions of ongoing work on NLP + VP. There
may be a number of invited speakers.

modelling for integrated NLP and VP.
Day 2: Systems
for integrated NLP/VP, and intelligent multimedia.

We hope to have an attendance between 25-50 people at the workshop.
