"The plan of Quantum Journals: a new scientific publication model"

The 'Quantum Journals' will introduce a "new" model for scientific
publication. This is a family of journals that will share the same
operation principles and software, called the "publication engine". These
principles are:

free submission

open review
-
open access
-
community control
-
quantitative evaluation
-
transparency
-
no editor or editorial board
-
quick publication
-
copyright ownership by authors
-
cloning and franchising new journals
The group of Quantum journals is one (but not the only) response to the
increasing dissatisfaction with the peer-review system. Partly, the
peer-review system is responsible for publication delays, acceptance-bias
and the monopoly of publishers, which not only paralyze the dissemination
of information but also reproduce elitism and the geographical imbalance of
science and knowledge. The goal is to provide the necessary publication
tools for people who actually generate knowledge.
